Private Sector’s facilitation accelerates economic progress: PM
Prime Minister chairs NESR meeting on ‘Ehsaas’, orders to ensure mass participation
Prime Minister Imran Khan on Wednesday directed to ensure partnership of private sector in development projects and existing laws should be reviewed to provide maximum facilitation in this regard and remove bottlenecks to guarantee overwhelming participation of the private sector.
Presiding over a high-level meeting here, PM Imran said the development process can be accelerated by facilitation of the private sector and utilizing least resources in various fields like energy, infrastructure, tourism, and communication. He said projects worth billions of rupees can be initiated in this way. The prime minister directed ministers and provincial chief secretaries to identify such development projects in their respective departments to start work on them by simplifying various laws and investing less financial resources.
Speaking on the occasion, PM Imran said that creation of job opportunities for youth and expediting economic process in the country was the top priority of the government.
He said, “Pakistani youth is a valuable asset of the country and there is a need to utilize their talent in a positive manner and out of the box thinking is required for this purpose.” The prime minister also highlighted the importance of capacity building of ministries and provincial departments.
The meeting also identified various projects in energy, communication, aviation, tourism, logistics, technology, waste management, social sector, real estate, and other sectors, where development projects can be materialized with partnership of private sector. It was told that the government is trying hard to promote public-private partnership and maximum facilitation should be extended to ensure partnership of the private sector and job opportunities for the youth.
Prime Minister Imran Khan also approved, in principle, the establishment of Construction and Infrastructure Board which would be instrumental in addressing the issues being faced by the constructors. The prime minister also directed secretary planning to formulate a construction development policy for facilitating all stakeholders including contractors, clients and consultants.
A delegation of Construction Association of Pakistan, headed by Eng. Arshad Dad Khan, called on the prime minister at the PM Office. Minister for Planning Asad Umar was also present during the meeting, PM Office media wing in a press release said. The prime minister observed that the present government was focusing on employing technology and making the processes digital so as to reduce human interface, eliminate corruption and ensure transparency in all business activities.
Prime Minister Imran Khan received a detailed briefing regarding the formulation of NSER (National Socio-Economic Registry) under the “Ehsaas” program at PM Office Islamabad today. The briefing was attended by Special Assistant to PM Dr. Sania Nishtar, Chairman NADRA Mr. Usman Yousaf Mobin and senior officers of BISP and Social Protection and Poverty Alleviation Division.
Dr. Sania Nishtar briefed the PM that the initial survey conducted by BISP in 2011 to identify deserved persons for socio-economic sustenance. This survey had a number of shortcomings thus a fresh survey was commissioned which will be completed by 2020 with the help of NADRA.

It was further briefed that a self-registration drive will also be initiated so that no deserving person is left out from the Ehsaas program. This self-registration drive will then be counter-verified keeping in view the integrity & transparency of the program.
The Prime Minister Imran Khan stated that Ehsaas is the flagship social welfare program of the government and aligns with the objective of poverty alleviation, education, food sustenance, and health. PM Imran Khan directed that the survey should ensure 100 % coverage of the population in coordination with local governments and local administration.
The Prime Minister Imran Khan emphasized that the survey was a national activity and the central database thus created would have utility for other organisations as well as Utility Stores for provision of food items to the deserving citizens and other social welfare organisations. The Prime Minister directed that utmost transparency be ensured in the survey process so that no deserving citizen of Pakistan is left out from the social welfare net and also that this must be achieved in the shortest possible time.
